Refugian water control

So I currently have a canister filter for my salt water tank. It’s good but I also understand that a refugian is better. What I don’t get is if the electricity goes out does the punk have a way to hold the water back so it doesn’t continue to flow with the force of gravity. And for a 75 gallon tank how big should my bottom tank be then.

With correct level set it should not over fill. You can on your overflow create a siphon break (google will show examples) OR use a check valve which stops flow once pump stops running
 
[29 gallon that little really ok. And yeah I have done a siphon break before but I like the idea of a check valve.
