Heaters in the pump section is a very bad idea. They need to be in an area that has no possibility of the water level dropping too low.
Well, you certainly don't want the thermocouple in the same compartment or the next one down stream. If the OP has an ato, problem solved. The the refuge was in line, instead of in series, would have not been a problem.
 
I did decide to put my heaters in the middle section the probe is in the DT I have a Tunze ATO that has worked very well so you would think that the heaters would have been fine in the pump section however 2 days ago my sensor decided to quit working and my pump section dropped 3 inches before I noticed which would have put the elements above water new ATO will be here Wednesday.
The Ulva has doubled again very happy about that.
