So looking at putting a Refugium in. Should I do it at the start of the cycle of tank? Or should it go in later and about how long after tank is cycled!
 
Just do it. The sooner the better. A refugium is a refuge from predators. A sump is a refugium.

If you are interested in long term success, I suggest you focus on biodiversity of micro fauna & fana by adding diver collected live rock. Consider a cryptic refugium with no lights and some diver collected live rock.
 
My first tank I added it later and it was a huge PITA. My current tank I did it from the start. I use both chaeto and caulerpa and I seeded it with pods from algae barn. Just keep an eye on your nutrients. If it's working right it will soak up both nitrate and PO4, if either one starts to rise you might have to add the other, I have to add neophos to mine or else my macros stop growing and my nitrates start to rise. One of the benefits is that chaeto is in high demand and I can trade it in for store credit at the LFS.
