What would be a good light for a small refugium
I plan to keep chaeto in a 5x9 basket inside my sump and wonder what light would be best as well as if I should add a small powerhead to circulate the area better?

If small fuge, chaetoMax light by innovative marine or red light on Amazon
 
An inexpensive route would be a clip-on or goose neck fixture with a ref PAR38 grow bulb. Those bulbs can be had for around $10 on ebay.
 
and in a small refugium area like I have it doesnt spill lights everywhere. I cant say how it works cause I'm having a lot of issues right now and cheato is barely growing but I dont think it's the light.
Yea the light bleeds quite a bit. I threw mine under water and blacked out my hob fuge with some black vinyl, which fixed the problem. It might not be possible in your situation. My chaeto is thriving, so I don't think its the light. Definitely check to see if you have enough flow and nutrients for the chaeto.
 
The GHA is out competing the chaeto right now. It's growing but slow. I think I need to add some flow for sure. Cool little light though fits in small spaces and like you say you can submerge it. I dont even have to move it during a water change when I turn off the return pump.
