When starting a new reef tank. When should the refugium be added?

I'd plan for it design wise immediately, but the macroalgae won't grow sustainably until you have livestock providing nutrients for it to export.

It should be part of the build. It makes it way easier to do from the beginning. Just add your algae once you have enough nutrients

When you have detectable nitrate and phosphate. Make sure you start dosing iron if you are going for a system with no or minimal water changes, or your macro algae will struggle.
