Please help me I am trying to build a refugium but I have bio balls as well will this work or should I remove the bio balls and just use strictly live rock refugium mud and Moss

Don't have very much room there . what's in the area to the right of pic?
You could remove the wall & have a separate refugium there .
I'm not sure how bioballs & refugium with macro algae would inter act. Lot's of variables involved.
You could remove the bioballs & run a skimmer in that section maybe .

Its my external protein skimmer
 
Still those bioballs are probably not helping w/ nitrates, I'd remove them slowly, like a handful once or twice a week to not shock system.
I don't see how the panel is but you might be able to kinda mock a fuge, at least just some rubble and chaeto and that's really all you need, light of some kind, but really if it were mine I'd probably grab a cheapo tank and make a better sump, or buy a used sump.
It would be better in the long run
