I assume that you are asking whether macro algae can deplete nitrate and phosphate. Sure, but then the macro algae would start to die from starvation unless it was cut back. Removing a portion of the macro algae would allow the nutrients to increase. There is also the possibility that other organisms are consuming the nitrates as well.
