Rehydrating freeze dried cyclops

Hello. I recently bought some freeze-dried cyclops off of ebay but am having a bit of a problem rehydrating them. First I tried putting some in tank water and letting it sit, figured it would take a couple hours then I could feed. Nope, all floating. So I left it out overnight, same thing, in the morning most of it was still floating. So I came across another thread somewhere where someone had put it in some RO/DI water in a clean 16oz pop bottle in the fridge, stating they fed it to their corals that way. Well, 36 hours later, and the little buggers are still floating around the bottle! Anyone got any other methods?
