Rescaping existing reef

So I would like to rescape my 125. Originally used hydraulic Cement and had it mostly stable, over the last year many of the rocks have come loose, both from inadequate amounts of cement, and several very porous rocks breaking apart.

The cement works well; however it disintegrates when applied underwater (unless I'm just doing it wrong). I'm thinking if I'd like to use the same product, I will have to drain the tank about 2/3 of the way for a few hours.

Is there a reliable product that will actually bond underwater? Or am I just going to have to bite the bullet, remove all my corals, drain the tank, and rescape?
