Hi everyone! I guess I rescued a 20 gal tall marine aquarium from a friend of mine about 2 months ago. It had a serious case of old tank syndrome, and I spent the better part of the last two months getting the water chemistry back into a healthy range. After a month of 3 25% water changes a week, and 2 20% water changes a week for the last few weeks, I got the nitrate levels from off the chart down to 0ppm, and phosphates also off the chart to below 1ppm. Within days of my last water change, I had a major hair algea bloom. I'm kind of confused as to why this bloom only happened when I got the nitrates and phosphates down to a safe range. Any suggestions on what to do?

Phosphates bind to rock and sand, so the amount tested in water is likely not correct. Phosphate shouldn't change much or be affected by water changes.
it is odd that it took so long for this to happen though. IME tank transfers are similar to new tanks and go through the same phases. you should be in the clear.
not seeing the tank or knowing your husbandry, are you cleaning and vacuuming the sand. also look at the foods you feed of course. 2 little fishies marine snow gives me the cyano almost immediately.

Are you mixing your own saltwater?
If you are then the next question is if you have your own RODI water station or buy RODI water from your LFS?
