Restarting a tank Dino's

Basically been trying to fight dinos for over a year and no matter what i try they come back , now my tank is a big brown mess and i have pretty much threw the towel in

Has anyone ever successfully restarted a tank after a infestation or know what might be the best way to go about it ?

Or do i get the biggest bottle of bleach i can get and go for it ?

Been there and tried everything from UV to dosing it all .. tank is completely out of wack all together and just needs tore down

Tank has been cleaned and shut down with a temp tank setup for remaining livestock .. rock is currently sitting in some freshwater before I decided the next step

Anyone done this before ?
