I am restarting a tank that has been dry for two months and the tank overflow boxes and back wall was not cleaned--how much trouble might I be creating if I don't clean the coralline algae and any dried hair algae off before cycling? Might a strong citric acid solution "melt" the encrustation?

It would probably be fine but if it were me I would use citric acid or vinegar to clean it up first.
