Outlet on the pump is 3/4". I was going to use some tubing into a short 3/4" pipe, to a union.

After the union I was wondering if I should step up the pipe size to 1"? Measuring the return bulkhead ID is 3/4". Would I be better off just sticking to 3/4" pipe?

I am not a plumber by any means, but if the outlet is max 3/4, then just go all the way to the bulkhead using 3/4 pipe/soft tubing.

I'm also not an expert but I'd say yes to the silicone tubing (for reducing vibration) and then hard or soft plumbing depending on personal preference for aesthetics and the nature of the run, like if there is stuff in the way and you have to take turns and bend a lot. Either way 3/4" all the way makes the most sense. No sense in stepping up if you have to step down again before returning to the tank.
