Return problems

Hi I just set up a new 93 gallon cube

-varios 6 reef octopus return pump
-trigger ruby 30 sump

The return sucks the water out of the return chamber and to the point of depleting the chamber of water except at the lowest setting. Have I not added enough water or is there a drain problem?

I added more water and that seemed to have a direct effect on it. Thanks
