Return pump area has low water

I have a JBJ 45 gallon AIO tank to which I added a Tunze 1074 overflow which is rated at 396 gallons a hour ( I have two utubes. Both down and return pipes are hard plumbed with 1 in schedule 80 pipe. The very last part of the return goes down to 5/8 and then into two 1/2 flex tubes to the return nozzles. I have a wave line DC2500 pump which is rated at 660 GPH. The sump is a trigger systems crystal cube rated at holding 20 gallons. My problem is that the skimmer section has approx 8 in of water the refugium has 8 in of water but the return pump section only has 3 inches. The pump is set at full speed ( controllable) why is the return section so low. There is a foam block between the refug and return section
So why is the return section too low? Is it because the return pump is sending too much water back?

I think your return flow can't keep with your return pump.
Try to turn of your pump and see how long it takes to fill up.
Than turn it back on and try to control your return pump with less return flow, maybe 80%.
 
do you have a picture of the setup? could it be that you don't have enough water in your system , your pump section assuming its the last section should have about as much water as the height of the last baffle. (while running)
