Your reply was superb, I will think about all your Pro's and con's and see if i can in my mind figure out the main reason (Which i think may be excess Co2 in your living space) As you mentioned trying other ways to help in this area. I do think Dripping Calk and gettin your parameters Stable will go a long way to resolve your low ORP.
In my system I have just the opposite where my PH is lower than all my past tanks but ORP is steady at over 300mv+ and if i artifically raise my PH the ORP drops but not anywhere near worring about it.
Sometimes chasing numbers can blur the actual conditions in the tank, Like my low PH but yet all my Coral looks fine and grows quite well so I just ignore the numbers and let it take it's course.
Randy Holmes Farley has a great artical he wrote about the relationship of PH and ORP, You can find on another site i will not mention!

fwiw, I feel lucky if my PH gets above 8. it ranges from 7.85 to 7.95 daily.
