I got this 55 gal food grade container from a local place and am not sure about using it. I need some guidance on this. The barrel was used for "Natural Lemon Flavor" and I have rinsed out the container completely including power washing the inside as best I can. My question is, I can still smell the Lemon in the water but the TDS is the same as the RO/DI water I put in it and let sit for a couple hours.

Should I rinse the container with something other than water or should it be OK as is with the lemon smell?

The covers are perfect for threading a spigot onto one and the other has a smaller center for the 1/4 line from the RO/DI filter.

I wouldn't be too worried personally especially if the tds has not changed. You can try rinsing and wiping the inside out with distilled vinegar, it may help some.

I can't get my hand inside to wipe it down unfortunately. I was thinking about vinegar but would just rinsing it with vinegar do anything if I can't really wipe it down? The water smells of lemon when I comes out but the TDS is unchanged.

I do not think it will hurt anything and might be beneficial if the citrus leaches back into the water, Vitamin C is good for fish. The only acidity would be from the liquid itself, and over time maybe a month the smell will leach out of the plastic in the barrel.
