RO Unit - 100% Tap water and no waste

I've got a 5 stage system and trying to run it from my garden hose.

I've connected my garden hose to my inlet and it seems to run through stages 1,2 and 3 fine. However, as it exists it never seems to enter my TFC membrane as when I leave the cop off and turn on the water it comes out the RO water line at a high rate but this stage is bone dry, I also have no waste water.

Any ideas? here is a setup diagram of what I have less the bladder tank and a MS paint version of what I've got.

You need to run the flow restrictor so it affects both membranes. My dual membrane unit runs its waste water directly into the secondary and the flow restrictor goes downstream of that one. It’s looks like the way you are setup from the diagram that the top membrane should be the dry one with its restricted flow when the lower runs freely therefore not producing any waste and probably not filtering anything.
 
Looks like it is piped wrong to me. Doesn't look like a dual membrane setup. You have it piped; supply water-->sediment filter-->carbon filter==>carbon filter==>auto shutoff-->polisher==>ro output. Then your membrane is just looping back through the auto shutoff and to itself and the expansion tank. There is no water going to your membrane.

It should go; supply water-->sediment filter-->carbon filter-->carbon filter-->auto shutoff (in)-->(from out) to RO Membrane-->auto shutoff==>then to a 'T' fitting with one line to the expansion tank and the other to the polishing filter-->ro output.

The polishing filter should be replaced with a DI filter stage.
