My RO waste water tests at about 550+ tds. my tapwater is only around 450. Does it read higher because it's more concentrated then? That is about all I could come up with.
 
At the normal 4:1 waste ratio your brine or waste TDS will be 20-25% higher than the incoming water. The reason is you are removing 90-98% of the TDS from that treated 1 gallon of water and concentrating it in the 4 gallons of brine. The reason for the 4:1 waste ratio is to constantly flush that elevated TDS away from the membrane while the membrane is in operation.
 
Normal is 450! I hope you don't drink that water. Unless it's well water with high mineral concentrations. The U.S. Government sets a standard of under 500 (for aesthetic reasons?). My local water company sets a standard of under 300. I've read somewhere where over 300 is risky for human consumption. Couldn't find it now though.
 
Out local water is over 600 TDS most days. It's got a high iron/rust content so the TDS is pretty bad. That is correct though the TDS of the waste will be higher. I wouldn't recommend drinking it, but it works wonders for watering the lawn or flower beds...
 
I have the second highest rate for water in WI. Please dont get me started. I just get madder.....:rant: and madder ughhh, anyone I tell what I pay says WHAT?????
 
There is no EPA MCL for TDS since it is not a measurement of anything specific. It can be anything and maximum contaminant levels are for specific substances.

TDS by itself means little, mineral or spring waters can be in the thousands and above and taste great. Our TDS in the Phoenix metro area varies between 450 and 1600, mine is 650 to 830 always and is perfectly safe for human consumption.
