I was considering acid washing some pukini rock I have. Its currently in a tub and infested with aiptasia. I plan on drying it out and prepping it for reuse.
I am not sure I understand why removing the outer layer of any rock would remove all the Po4?
Would not the entire rock contian Po4?
I would still cycle it in a drum and check po4 until levels were undetectable. Thats how I have done it previously and worked fine. It just seems like it would still leach po4 after a acid wash, true or false?

It won't, just reduce your investment :)

BRS had a great video comparing Acid/Bleach and it turned out that just bleaching and rinsing the rock was more effective than acid and a little less effective then doing both acid and bleach. I bleached-only for my pukani and it worked very well. Bleach/Dry/Cycle.

True on still leaching a little PO4. Not enough to cause issues though.
