Does anyone make rock covers for the ends of PVC pipe tunnels for eels? Or something similar that produces a more natural look to blend in

I don’t think there's really an off the shelf product out there for that purpose. However, with either cement and dry rock or just dry rock with a hole saw bit, you can definitely make your own easily enough :)
 
Break up some rocks and use some kind of binder to cover the rim of the pipe. You can also use some coral like zoas to grow in the area.
 
Bit of an older one, but I just smeared superglue on the pipe and covered it in my sand. Looks pretty good except for the fact my eel completely ignores it.
