It’s a nem, it will move to a place it likes.
I’d just let it be.

I have one exactly like yours! It will move if it isn’t happy. I have several and they sometimes relocate but he looks good to me!

Rock flowers don't like being elevated. If you want them to lay out, don't Elevate it.

They naturally hug what they are on with their body. RFA prefer to Dig a foot down into the sand and anchor on something or into a hole in the rock... The happiest RFA'S I see are usually at the base of a rock, where it touches the sand and they attach and lay out.

I'll bury RFA'S Partially in sand and let them stretch up above it.

Location at mid-tank or a little lower, even sand is best under moderate light and water flow and feed brine or mysis 1-2x weekly as they are carnivores. Bright light will upset them

The RFA will move to a place that makes him happy. As long as tank parameters look good he should do fine. I would not place him at the top of the tank.
