Rock nem won't attach

just as the title says, rock/flower nem won't attach his foot. I have two others in the tank and they attached within minutes of putting them in there. All 3 from the same tank, added same time...
The only difference is that this one has junk on his foot from the old tank while the others opened their foot and the stuff fell off.
Any thoughts?

He seems to be happy with what he is attached to.
IMO I would put him in a low flow section and see if he will roam

Well I have all the lights and flow off at the moment so we shall see in the morning lol

I turned all pumps and flow 100% off for 12 hours. I was worried about it being stagnant but when I woke up that morning he was attached.
Still hasn't eaten for me though.
