Rock structure building issue

I am building an aquascape and trying to build a structure. I know you are supposed to put the rock in before the sand, but when I start to build the structure in the tank the rock is starting to slide on the glass. How do I stop that what do I do?

dont put rock on glass super glue or epoxy rock to support
 
sounds like the structure’s center of gravity is unstable. it shouldn’t rock back & forth (no pun intended). you may need to glue large rubble to the base.

are you able to move the whole structure out of the tank?
 
I ordered some Marco Base rock so I can get a level base. I think that is my problem.
