So my tank is FOWLR. Set up with just rock and a skimmer . Will my tank still cycle without s filter

Yes, your tank will cycle. As a FOWLR the tank can run at much higher nitrate levels without issue to the fish. It certainly can be done and managed with water changes.

You will need an ammonia source to cycle said rock. Unless its uncured live rock, then your good to go, the die off would be your ammonia source. If its fully cured live rock, you will not see much of a cycle, and it would only last a few days.
