Yes. Thats the ugly stage people talk about. It is normal to have film algae or bacteria growing on new dry rock if uncured.

Most likely yes it's normal but a picture and a quick description of your tank and how new it is would allow the folks here to confirm it for you.
 
looks like the very early stages of a diatom bloom to me. Do you need to have your lights on (any coral in the tank)? If not let the tank cycle with the lights off, you may not avoid the 'ugly stage' all together but it can certainly limit it as it allows time for natural bacteria to populate your rock and can take the place of the algae. Nothing to be concerned with, if you leave your light it it will get much worse before it gets better but again as long as its just a diatom bloom nothing to be worried about it's perfectly normal.
