Rocks before substrate?

I was perusing an aquascape design blog with some helpful tips and advice. The author advises putting the aquascape rocks on the bare bottom of the tank before adding substrate. Is this considered best practice?

Yes, rocks settle on glass then the sand settles on the rocks. therefore theres no movenent

Agree.....rocks go on a solid foundation, i.e., the bottom of the tank. Sand (or substrate) is added last. You find out the hard way if you have an Engineer Goby who loves to undermine your rockwork.....timber!
