Can I take the rocks out of my aquarium to clean them, ( remove algae ) it is very difficult to do anything in such a small tank so I was wondering whether it would be a problem to remove the rocks and then put them back in ?

Yes. I’ve done this many times. Fill a 5 gallon bucket (or any container appropriate for your sized tank) about half way full during a water change, then scrub and vigorously swish before placing back in tank. This is also a good way to get rid of detritus that is deeper in the rock.

That’s my opinion and experience; however, you have not provided any context so it may not be the best option depending on circumstance.
