So I have a 4 stage rodi system that is about 4 months old my tds meter is reading 5ppm is it time to change the filters

side note would this cause phosphates to climb I am growing a bit of hair algae
 
Anytime my TDS meter reads anything but 0, I change my resin and filters. Might be overkill but I feel safer that way. Yes, anything but 0 nutrient water can contribute to algae growth.
 
I assume this is in your end-product DI water?
As soon as it reads 1, you're already seeing a lot of silicates in the water coming out. As DI resin exhausts, it releases silicates.
If your number is 5, then yes, there will be more than just silicates coming out.

One thing that made a difference for my tank is get yourself anion silica resin from filter guys, then get another canister for another DI stage. Put the anion silica resin before the DI stages, then get an inline tds meter, put the first part after the RO membrane(to monitor membrane output quality) and then put the other between the 2 DI stages. That way when you see 1 pop up, you can remove the first, switch the last to the first, and refill and replace the first canister into the second. :)

A TDS reading >0 from your DI water says absolutely nothing about the need to change your prefilters.

Your algae is likely caused by phosphate from food.

Whats the tap water tds?
