RODI question about Total Chlorine

I just purchased my first RODI unit the BRS 4 STAGE VALUE RO/DI SYSTEM. The unit has been running for about 2 hours with cold water and when using the provided chlorine test strips I have a reeding of 0 free chlorine, and .5-1 total chlorine. Is this normal?
My city's water supply used chlorine, no chloramine.
 
I just tested the ammonia levels and they are very high around 8. Any help for a newby to RODI?
 
Use a good ATC temperature compensated handheld TDS meter. Test strips and hobbyist grade test kits will not work on ultrapure waters with any level of accuracy.

My tds readings are 000, it is temp compensated unit. Interesting, to me at least, is the chlorine strips test results from the RODI output water and plain tap water look identical with 0 free, and around .5 total chlorine.
So if the test stips are not accurate, and TDS is at zero, can I assume the water is safe for the tank?
 
I ended up taking a sample to a filtered water store, they tested for chlorine and found none, so I guess it was just inaccurate strips.
