Do I need to circulate the water in my rodi storage if its sitting for long periods of time

I would certainly circulate it after you mix your salt, but you don't have to do so while you're storing it. I keep mine in the 5 gallon bottled water jugs that you can get at Lowes/Home Depot. I store them with the cap on, and I've never had any problems.

I only use it when I top off and one a month to do water changes so it stays on a 44 gallon brute for a month

I think as long as you have a lid on the brute it should be fine.
