Root Source of Algae Problem

I have been having a very difficult time pinpointing the source of the algae growth within my 300g SPS system. Everytime I test nitrates they are 0 (yes, a false positive) Hair algae always springs up in spots and my fish and snails refuse to consume it. Its spread little and and far between to warrant a seahare but it has in the past before a major overhaul of the rock work of the tank and remove of some sandbed.

So here are the specs
-Alk/Calcium are in line. aswell as mag.
-Use of an RODI with a 0 TDS outread
-Saltmix Redsea coral pro @ 1.26 Salinty
-Rinsing fish food before feeding (i only feed frozen, 1x a day and not over feeding)
-Im not over stocked with fish
-Well Cured rock
-50Gallon water change once weekly on the ball
-3000GPH return pump
-2x MP 40s in display
-3x Radion G2 LED
-Plenty of snails and tangs
-Regularly gravel vac the area around the nems (yeah its nasty stuff around them)
->2inch sand bed
-An ENTIRE 40 breeder filled with macro algaes that get harvested almost weekly
-PO4 Reactor

The only things i can possible think of are
-Leeching of rock? After 2 years?
-2 Dinner size plate Anemones in the tank
-Bad RO/DI unit (TDS meter is wrong)
-To much Red Spectrum from the LEDs

Is it really possible that nems are producing that much waste in my system?

I honestly cant think of any other ideas as to what could be causing the issue. My sps corals dont have the color they should because of the nitrates i know i can get much better color out of them.
 
Have you tested a fresh batch of saltwater? I know some will have phosphates and nitrate added to them.
 
yes, as stated.

Just the area around the nems or all of it? Also how is your 40 breeder with macro? Ever pull it all out and clean that area? Macro can hold more gunk than it removes sometimes. What skimmer are you running?
