Very normal for them to have different colors. New tentacles will often be a stronger color because they are not expanding as much. He is only expanding on one side so he will get bigger when fully open. The fact that he is out in the open on the side of a rock with his foot exposed tells me he is on the move. Did you just get him?
I also have all this dust looking stuff on the surface of my tank now. I tried pushing it into the sump but it just turned to bubbles and went back to the top. Is this from the Anemone or maybe the new live rock I added perhaps?

Is their any water flow breaking the surface? That usually takes care of the film. Also helps with gas exchange.
Hey your rbta will get alot bigger. I bought mine when it was about that size, placed it on a rock in the upper half of my tank and it literally quadrupled in size after 4 weeks check it out
Is my Anemone supposed to look like this? He is little but is this fully extended? He is also not all the same color??
