Rough looking tangs

Im trying to help a friend out with there tank. He is having some trouble with his fish and i have never seen this particular issue. There is sever fin loss mostly in the tangs but you can see it on the clowns too also some discoloration going on. They are what seems to be healthy fish besides some heavy breathing and you can see the exposed surgeons on the yellow tang. It effect all but one fish in the tank. A possum wrasse who is in tip top shape. My first thought was his tomato clowns but there was not much aggression going on besides there normal grumpy temperament. Any suggestions are greatly appreciated and i will attach pics below

The tangs look REALLY rough! Looks like LLD due to poor conditions. What was the size tanks these fish were previously housed in? A stable tank with really good nutritional food should help these fish fatten up and become healthy again. Make sure seaweed is in the tank everyday!
 
Consider nutritional deficiency. What is he feeding the fish and how often?
 
Its a 100g display and he feeds reef frenzy pretty regular and seaweed every two days witch they were actively eating while i was there. ill be going back tomorrow to check parameters.
 
Either one or more parameters is way off or they’re not getting adequate nutrition. Please get back with full list of params and fish food types and amounts in more detail. You will likely find the problem yourself once you start digging For answers.

not seeing much out of line but i am getting about 60 to 70 stray volts in the sump. I know its not uncommon to get some stray volts in a system but that seemed rather high to me. It also jumps to about 100 volts when i unplug everything in the tank witch i have no explanation for.
 
That seems high. If you stick your hand in the water do you feel a shock? I would start trying to pinpoint what is causing the volatage im thinking a pump. That could def. be causing the issues with the fish.
 
What setting do you have the multimeter on?
But if the 60v is true that is high.
If there is currently nothing plugged in shouldnt jump.

Aggression can also be a factor here are there more than the 3 tangs? (Yellow, sailfin, hippo). All added at the same time? Any of then showing high aggression to the others? Fwiw only the yellow can fit in there long term both the hippo and sailfin get very large.
 
I was not being shocked but he says he has been hit in the past but usually replaces a ph and it will go away. I went through normal trouble shooting and could not nail down where any of the voltage was coming from. As for my meter i have it on the setting you would use to test normal house hold circuits while using a empty power strip as a ground, i could attach a pic of the setting im on if that would help. With it jumping so high with everything turned off had me puzzled so very possible i was testing wrong. As for aggression i have seen almost non out of the tangs, the only real aggression comes from the tomatoes when someone is in there territory

At 60 volts to ground there is definitely a problem. If you have the meter on volts A/C make sure you’re not seeing the decimal place in the wrong spot. And it’s not reading .60 volts. That would be a normal thing. Sometime the pumps or heaters can leak and send voltage into the water and most of all heaters I know of dint have a grounded plug. One thing to do in any case with water around is to have the tank plugged into a GFCI. If it trips. You have a problem..
