I recently turned off the 2 reactors I had running .
one had carbon the other had rowaphos

I was thinking of re filling the rowaphos but don’t want to use carbon again after noticing hlle starting in my blue tang .

does rowaphos contain carbon ?

is there another media I could be using for nutrients ?

Which carbon are you using? Is it tumbling or moving at all in the reactor?

I run ROX 0.8 carbon in a bag in my sock and a rowaphos in a reactor without any issues to my tangs. ROX is very low dust and even with rinsing, barely anything is visible. Not sure if it's the type of carbon that's causing your issues... regardless, I appreciate your concern.

You noted that the rowaphos wasn't tumbling... from my research, the GFO should tumble gently in the reactor, otherwise it will clump up.

I was advised years ago when using it if I turn it off for any length of time
To replace it .
As it will clump

I have new to add to the reactor .
I might try adding carbon to a bag instead of the reactor ….

It will clump and has no carbon and will absorb carbon ingredients.

It’s the black bucket Red Sea .
no not tumbling , barely had any flow going through it as it was in line with the rowaphos .
I didn’t want either tumbling

Interesting. I use the red sea carbon specifically because rox carbon dust may have led to HLLE in my tang (the hlle occurred when I used rox which breaks so easily and went away when I switched back to red sea carbon).

There are some other media's that might work. Some are bagged, some not. Some people do slow flow with bio media but I am not sure how well this works. You could also try different carbons. I am assuming you rinsed the carbon thoroughly before hand.

Do you have a particular goal for the media (such as phosphate remover, nitrate remover, clarity, etc.)?

Carbon : because I have red flatworms I feel one day they will die releasing toxins. .
Being a 230 gal I can only physically do 10% water changes if I were to dose flatworm exit .

the rowaphos was to reduce what was high phosphates.
cheato is working overtime on keeping nitrates low .

I haven’t tested in awhile to know exact recent numbers

I wonder if it might be worth trying to use a different carbon, or if the carbon was related to the HLLE at all.

You could also try a scooter dragonet for the flatworms. These guys are amazing at eating red planaria.

I’ve tried many fish and even a blue velvet nudi

Mel wrasse , six line wrasse , springeri damsels, green spotted mandarin ,

How do the scooter dragonets get along with lawnmower blenny , mandarins or hawk fish ?

They should get along with the lawnmower and hawkish. I don't think the mandarin should have any issue due to how big the tank is (especially if you have a decent amount of rock)
