I can't see anything and will defer to more expert opinion..

but be advised, as just a cautionary vigilance: IME, at every ich outbreak I've had (and thats many!) Royal Gramma's and blackcaps seem to be the 1st to go (tangs seem to be the 1st infected but seem hardier) ... YMMV but I've observed this 3X in just the lasr 3yrs
 
Does any of your other fish show any signs? From these pictures mate, it's really hard to determine! I see nothing on his body what so ever (apart from hints of something on his tail!)

You appear to have a lot of particles in the water. Could it be any of that on your fish?

I just fed them before i noticed a little bit of specs on the grammas tail, its really hard to get a picture of him he darts into the rocks when i get real close to him. none of the other fish show any signs at the moment

That tail looks suspicious for ich to me...
 
Looks like a fin ray issue opposed to ich. Ich will move and increase over 37 hours- at this time, keep an eye on it
May even be sand grains

That could be ich - it bears watching.
The spots may be most visible on the clear tail. Look really closely at the rest of the fish - if you can see similar spots on the colored portions of the fish it may be ich. If the spots are only on the fins, it may just be fin ray damage.
If the spots come and go, change location and generally increase in number, then it is probably ich.
