RP/DI Shutoff issue

I have a dual membrane system with the auto shutoff parts. It works well with the following exception.

One of the membrane housings has a pressure guage. In normal operation it shows about 70 psi. My holding container is a big Rubbermaid garbage can. The float valve for the shutoff is hanging from the bottom of the lid.

When it gets almost full I notice the pressure guage drops to 30 psi. Apparantly it is still seeping a little bit but the waste water is still pouring down the drain. If I pick the lid up and hold up on the float it stops completely, the guage drops to 0 and the waste water shuts off as it should.

The float valve is not in contact with the side of the container. I replaced the float valve, the shutoff part, and the check valve with the same results. I even fastened a large piece of Styrofoam to the float valve to hopefully make it close properly. That didn't help. I changed the position of the float valve; level, up, down. Didn't make a difference.

It is still seeping because if I unplug the ATOs at the tanks it will eventually shut down in a couple of hours. With the ATOs in normal operation it keeps "sipping" water so it will never shut down.

Anybody else have this issue?

Is the cover flexing? Maybe needs to be stiffer to get that off punch.
