Has anyone tried one of these RS-4003 air powered skimmers?

Limewood airstone skimmers are so 1995 .... that'd be a hard pass for me. Either that is a very large limewood block or a really tiny skimmer. A major pain to maintain, which is why you don't see them much anymore. I was thrilled to dispense with them decades ago. Imagine there are plenty of smaller, less expensive venturi driven models.

I haven't. What size tank would you be using it on?
I was thinking of trying it on a 15 gallon I'm planning.

Interesting. This goes for $10-20, what would you suggest in the price range? (or, let's say, $40, since you'd also need to purchase an air pump with this model)
