Question: is the 130d suppose to come with a test kit?

It comes with nothing but some ceramic tubes and a foam filter. There was a start up kit that you could order, but I haven't seen it for sale in years.

For now, I would stay away from Red Sea test kits.
Their nitrate and phosphate kits just don't work for many people.

Their calcium kits are under recall, but they aren't doing a good job of getting people replacement reagents.

Their alkalinity test has problems with oxidized reagent in older kits, but they didn't print an expiration date on some of them.

Also, I've been reading posts about their Coral Colors test kit only measuring elements immediately after they have been dosed, and then only if you dosed with their products. That's not in the product information when you order it.
