I have a layer of stuff on the surface and it seems like everything is running right.
Anyone have an idea of what is going on?

I would think enough flow at the surface would enough to get rid of it. Film at the surface will prevent proper has exchange. Do I would try to get a little more flow at the surface if that's the problem.

im kidding. like cleo said, try giving the surface some turbulence
 
I have a RSM130 (modified) and had the same problem.

Solution:

1. Point one of the jets up and always have the surface water moving.
2. Adjust the surface skimmer (or upgrade to an RSM adjustable surface skimmer) so that the water is draining into the basket (not sitting at level).
3. Make sure your water level isn't too high. This will cause the surface skimmer to sink down (if it is adjustable) and/or prevent the surface water from being skimmed.

While getting flow to the surface helps it seems to only push the "oily" film around and never gets rid of it completely. Best and sure fire way is to increase surface skimming.

I have the jet up I have the tunze upgrade. I removed some water it helped a bit. I changed one of the filters to allow for more water flow. I am going to do a water change today and clean out the skimmer and all the pumps. I will keep everyone posted. I have had this tank for almost 2 years this is a first for this issue
 
Ok 10 gallon water change. 24 hrs of work wish me luck! Tomorrow I will check params as well.
 
So far so good everything looks great!
Looks like somehow the water level evened out and wasn't being pulled into the cup and a bit more circulation helped as well.
