Rubber band looking thing around anemone

So there is a rubber band looking thing around my condy anemone and I obviously didn’t put it there. It is also very shrunken down in size. Anyone know what could be causing this?

Bump heeeeeeelp gonna cut this thing with scissors in about 2 min
 
I got worried and cut it, didn’t look alive… and it almost instantly started reinflating.

no white lights just blue LEDs, phone flashlight best I can do :(

are there anemone eating/constricting worms??

I'd guess it's skin sloughing off. Just grab with a tweezers or tongs and gently pull it off.
 
Or do that.
 
So weird this thing is probably 2 months old. Felt confident enough, picking up RBTA tomorrow and then this happens
 
Maybe who you bought it from,thought was good idea to put rubber band around its foot to attach it to a rock/frag plug or something like this ? Or did it not come attached to anything ,just the anemone in a bag and first you've seen off this ?
Maybe ring who you bought it from and ask if something they do if curious enough

But good news it's inflating straight away after cutting it.
So once cut,I take it you took it out the tank ?
So what was it,did it feel like a rubber band?
