Rubber in or out?

Sooo on top of everything going on with my water parameters I found out two things. One my return pump is rusted around the seems and indeed and also my tank was leaking from one of the drains. The question I ha e and maybe someone knows from putting their tank together is. There is a rubber seal that goes in between the glass tank and the ring that tightens the connection. But I am not sure if the rubber goes thru the inside of the tank or on the bottom.

inside tank under bulk ,not nut side... ;) :)

Strange thats how it was and leaking. I did notice no plumber tape. So maybe I will just add and put it back on and see.
put in on clean dry glass, wet gasket, no plumber tape needed on nut , hand tighten ,and just a nudge tighter...
 
Guessing that is why I am having issues with the water perimeters as it is the submerge pump. Will go out and buy a new one any good recommendations that is quiet and a good one i will apriciate it.
IMO ,buy a pair of cheap Jeboas that fit you're flow need in middle range. DC.can run around half power
will cost same as big name pump, but you get 2,backup and spare parts in future, have had them last over 8 years no probs...;)
