Rusted heater?

I think my heater has rusted what should i do? Is it even rusted or is this something different

does it scrape off rough like coral one algae? if so, yes it is rust. if not, could be brown algae (if soft). as a precaution start sourcing a backup heater

It is sitting on a plastic part of the heater....I don't think it is rust.
