Safe to add fish with cloudy water?

I believe I have a bacterial bloom. While it has slightly improved, its been going on for two weeks now. Since I added turbo start for the last time. My ph is 7.7 right now. The room the tank is in isn't very well ventilated so I am thinking of ordering a CO2 scrubber. I would assume the bacteria could be causing low O2 levels in the tank which would also affect the ph? I am also thinking or getting a UV sterilizer. Searching the forum I have found many post about cloudy water in a tank that already has fish. But, my question is would it be safe to add fish and coral? Especially if I first got the CO2 scrubber? All my parameters seem fine: NH3=.003, NO2=1+, PO4=0,, ALK=8.1, CA=445 Salinity=34.9

If it's a bacterial bloom, then it's potentially due to a lack of oxygen - so no, you don't want to add fish yet. A Co2 scrubber won't help - a UV most likely will. I couldn't tell if you have any wavemakers, but I'd add 1-2 to increase flow/oxygenation as well.

I want to add a a CO2 scrubber anyway to help with the ph. But, my thought was, if there is low O2 it would also help with that. I have an MP40 at one end of the tank. I had to reduce the max to 75% due to how much surface agitation it was creating.
 
Uv won't add oxygen though, do you have power heads ? Point some closer to the surface to turn water over
I know, but couldn't it kill whatever bacteria is floating in the water? I have an MP40.
 
What are you using as mechanical filtration? Can activated carbon on hand ?
I use filter floss and protein skimmer. I have also tried using a 50 micron polishing pad, but thats doesnt seem to help at all. I do have carbon running in the tank.
 
you really need powerheads in there, it looks stagnant.
I do have an MP40 in reef crest mode at 75% max. The video may have been taken when it was at its lower setting. If I turn it up to 100% I literally have water sloshing back and forth at the surface, and and end up with a pile of sand.

I apologize I didnt see the video I was judging based on the pic, I see the vid now.

I had been using Fritz's fishless fuel, but I thought that might be casing a problem so I stopped about 9 days ago. I have used clarity a couple of times, which seems to help a little. Besides that the only thing I have been using is microbacter 7. But, I only started that on Friday thinking it might help with my high NO2.
 
I put off acquiring a U. V. for two weeks and finally bought the green machine which I ran for 24 hours. I freaked out next mornin , the water had a foul smell and I turned it off however mine worse than yours, cleared up to your state of haze. I turned on the skimmer that didn't collect anything and the smell went away. I agree that its a bacterial bloom even though the cheap microscope I used didn't reveal any critters. After reading a statement by Randy Holmes Farley, encouraged me to try a U.V. So I bought the easy install U.V. and can now see the tank. So you'll hear wait it out which is good advice but if it gets worse you have an option.
 
Still no improvement. Ordered an Aqua Ultraviolet Advantage 2000 Inline 15w. Hopefully it will help

When I ordered the UV sterilizer from saltwateraquarium it said it was good for up to 90gal, but the box says 75. After emailing them and Aqua Ultraviolet, I decided to return it and order the 25w. It supposed to be delivered on Monday, but in the meantime the tank has started to clear up.
