Safe to add fish?

Has my tank cycled?
I'm using Salifert test kits and Dr. Tims to cycle. My ammonia has tested zero for 5 days straight but my Nitrate has stayed high for several days. I did a water change on 6/7 and tested the next day and saw no changes to the Nitrate.

Is it safe to add one fish?
Should I turn my protein skimmer?

Many would want those Nitrates down in the 20-30 range. Do a few water changes.
How long has the tank been up and running?
 
Just over 2 weeks, so just keep water testing and do changes if it doesn’t drop?
Hey. I recently set up my tank and did a fishless cycle. My nitrates were super high. I had to do a few water changes to get them down to the 10ppm range. Just keep doing water changes. This is also coming from someone new to this so idk lol
 
Fishless cycle here. I agree with the <30 range. I went through a 5 week cycle in my 66 gallon only because I dosed too much ammonia every few days and I had nitrate levels that were >100 at week 2 despite several 30% water changes. I was not comfortable with adding my fish in yet because of the high levels. I threw in chaeto and another bottle of bacteria but nothing helped. What helped me in the end was a 90% water change.
