I got a sailfin tang 3 days ago from my lfs he seems fine eats and swims well but this morning I noticed something in his top fin is it sick or is that any signs or illnesses?

Not sure on the fin, but with giant sails like that they're easily damaged but often heal up fine.
What's more concerning to me is what appears to be ich on his fins and body?
Is that on the glass or on the fish as it appears?

That's on the glass he's doesn't have any white spots on him

If you look in front and behind the tang you can see the spots that are from the glass.
The mark looks like the final tore, but I wouldn't worry much about it. With a proper diet and good water quality it will heal up fine.
