Ok sailfin looking better no discoloration not disoriented is still skinny what how much can I feed this guy before it's to much also noticed this morning white little dots on fins ich ?

White dots are likely ich. Fortunately sailfins are one of the hardiest of the tangs and rarely succumb to it from my experience. Keep it well fed and the ich should come into balance.
 
_Especially_ when you're dealing with Petco fish, quarantining new residents is pretty important. I don't know about your local Petco, but around here they all have ich in their systems, most have velvet as well - and they're only allowed to suppress symptoms with "herbal remedies".

They do respond well to freshwater dips for ich and cryptosporidium.
