That's pure fresh water. I think you are doing something wrong in the measurement.

Salinity never declines in a reef tank unless you are adding fresh water.

If I’m skimming heavy it will creep down over a few weeks. Either way salt is leaving the system somehow.

Yes, skimmate is essentially salt water salinity, so you’d want to replace it with salt water, just as you would for a small water change.

But as I said above, salinity will not change unless you are replacing it with fresh water.
 
OK Finally stablized 102.4 temp 79.3 and ph 7.8 calcium 420. My two baby clowns doing ok swimming around and eating .
