Salinity and refractometer help

So, I originally had a refractometer reading 1.023 on my refractometer. I decided to get a new one as a backup in case so I can compare them. I ended up getting a brand new one that read 1.013. I returned it for another one, but that one also read 1.013. I don’t know if there is a difference, but the ones reading 1.013 say SG wort underneath the reading. Is there a problem with salinity here, or what might be going on?
 
The directions say to calibrate them with RO water and turn the screw to 0 while the RO is on the reader. I did that and still got 1.013 for the new ones and 1.023 for the old

I would get a calibration fluid and make sure it is reading the proper reading and not solely go off of ro water.
