Salinity is all over the place??!

The salinity for my tank is reading all over the place. I’ll scoop some water and get 1.025 then 1.024. But then it’ll go all the way up to 1.028. Why??? Why is it fluctuating lol. In some places it’s good and some it’s not. May be a dumb question, I’m just confused.
I have the fluval sea
(I am taking out my fake decor.)
(I also am adding more live rock.)

Might just be a false reading? I personally don't trust those fill with water salintiy meters, if your able I would get a refractometer.

I second this. I would either get a refractometer or a tropic marine high precision salinity checker.
 
As others have said......buy a refractometer, which is way more precise than your hydrometer.
 
That thing could be way off. Get a refractometer or a digital tester.
